MYTHS AND FACTS OF ELECTIONS
CONGRESS
By: Vicente Sánchez Vásquez *
Some people seem to have an exact information on the election form to Congress. Let's try a brief explanation of the topic so that citizens can be better informed.
FORM OF VOTING IN ELECTIONS APRIL 10
Each voter will receive a single card which will have three bodies . The first will be for President and blue background, the second is for Congress and pink background, and the third is for the Andean Parliament and the background is yellow (1). The voter may vote for one party in the three bodies (online voting) or a different party in each body as it is different elections (the so-called crossover voting). The schedule is broken down into three parts at the time of computation.
MINIMUM REQUIREMENTS TO BE PRESENT IN CONGRESS
To access the procedure for allocation of seats to the Congress of the Republic required to have achieved at least 5% of the votes cast nationally or seven representatives in more than one electoral district. Ojo! Congressional vote is counted, not the respective party presidential vote (2).
IN ELECTIONS IF CONGRESS VOTE FOR CANDIDATES OF TWO OR MORE PARTIES WILL VOTE VICIA
Not a few citizens believe that the congressional vote (body pink card) can vote for 2 congressmen from different parties. This is a mistake because the law allows voting up to two candidates but the party. One vote is void where the voter marks more than a symbol or type numbers in more than one list (3).
THE NUMBER DELIVERY Cucul you how much it's up to each organization.
This method is a bit complicated, but we will explain in the most flexible as possible. First, determine the total number of votes cast for each list, which is divided between 1 and 2. Second, the figures are placed in sequential order from highest to lowest, as are 4 members of Congress for our region, the fourth number is the number deliverer. Finally, the total valid votes of each list in each district electoral number is divided by the deliverer, which will reveal the number of congressmen who have each list (4).
preferential voting lets you know who occupy these Cucul
The preferential voting is determined on the number of valid votes received by each candidate in its list, placing highest to lowest number of votes for the final order of each candidate on their list (5).
BE ONE OF THE 4 leading candidates IN THE REGION IS NO GUARANTEE OF REACH OF CONGRESSMAN a seat
The number of votes that each candidate has to account only its location in the internal order of your list, and can not rely on preferential rights against candidates from other lists and have obtained the most votes that they (6).
CONCLUSIONS
1. Do not put any candidate in the Congress party did not reach the minimum 5% of valid votes in the congressional election on a national or 7 (seven) Members of Congress, and some of its candidates have been the most votes in his constituency. For example, if the Radical Change APRA or not enough of these two options at the national level, no Congressman will not in the Lima Region.
2. In the Lima region, taking into account the known surveys will be very difficult for a list to place more than a congressman. The only option would the most voted, if half of their votes than the fourth list. Chances are that the 4 most popular parties put a congressman.
3. To date, five parties most likely to put a congressman in the region of Lima, Peru Posible, Force 2011, National Solidarity, National Alliance and Alliance for the Great Shift. Only the election campaign and citizen preferences will determine who will be our next Congress.
